Jaymod admin system and commands enabled

I've enabled the Jaymod admin system on the server. To see a list of your available commands type:

!help

To get help for a command type:

!help command

Referees of course have access to a more extensive list of commands.

I'm loving it, there are lots of new ways for me to abuse players, especially GoGays.
