Your problem is contractual in nature. In all ISP service contracts they have a "NO Douches" clause. Obviously Homeland Security has you on their "He's a Total Douche" list (you probably can't fly anywhere either) and the ISP checks that list, Sorry, Douche.

Seriously, find out who is closest to you that does have high speed. if they are close enough maybe wifi w/ directional antennas will work. If they are too far for wifi, you could invest in some used WISP equipment (2 miles is well inside of WISP range) But you will need devices on both ends. Wireless Internet Service Provider (WISP). Ask this company what you need Then buy from ebay. Of course you need a willing person to let you set this up at their home.
